성황청에서 성황의 최고 고문이자, 성황 다음의 지위를 가진 직위이다. 평소 성황의 직무를 보좌하며, 성황 부재 시 등에 직무를 대행할 권한을 겸비한다. 또, 차기 성황의 계승권을 가진 입장이다.
이에 대해 원로원은 계층적인 위치는 동격으로 취급되지만, 다른 기관이기 때문에 성황 계승권을 갖지는 못한다. 또, 현재의 원로원 리더인 크로노스가 원로원에 속해 있었던 시기에는 추기경의 실질적인 발언권이 크지 않았다.
원칙적으로 본직은 성황이 자유롭게 임명할 권한을 가지며, 임기는 정해져 있지 않다. 동시에 복수의 인물을 임명하는 것도 가능하지만, 그 경우에는 서열을 명확히 결정한다는 규정이 있다.

Der Kardinal verfügt über fast die gesamte Entscheidungsgewalt des Sanctus Maximus.
Er steht zudem an erste Stelle in der Erbfolge für den Titel des Sanctus Maximus. Sein Einfluss in der Welt mag zwar mit dem des Konklaves vergleichbar sein, doch hinsichtlich ihrer Kontrolle über die Welt sind sich beide Organe ebenbürtig, aber sind doch auch gegensätzlich. Während der jüngsten Herrschaft des Konklaves unter Chronus war die Macht des Kardinals, sich öffentlich zu äußern, jedoch stark eingeschränkt.
