자파가 소속된 부서는 밥티스마 13 이전에도 존재했으나, 수요와 운용비용을 절충하지 못하고 일시 폐쇄되어 있었다.
근래 나타난 미지의 위협과 원로원의 내란적인 행동에 대해 다양한 기관들이 재설치되었으나, 영장 관측소는 개중에서도 가장 편의적인 존재이다.
또, 핀란드에서는 지진이 거의 일어나지 않는다.

The home-base of an organization that exists in the Illyrian Kingdom. The particular department in which Zappa works has existed prior to the Baptisma 13 Incident, but the high costs involved in keeping it running, as well as the lack of demand led to its suspension.
With recent disturbances, and the Conclave's drastic actions, the organization and department was rebuilt to further conduct research on this mysterious phenomena. The Finnish Observatory is an excellent point of research.
It is important to note, however, that there are seldom any earthquakes in Finland.

札帕所属的部署自洗礼13之前就存在了，但由于上级没有找到开销和需求之间的平衡点，于是一度封锁了它。
近年由于未知的威胁，以及元老院内乱，政府重新组建了各个单位，但灵异现象观测所依旧是其中最不受关照的一个。
另外，芬兰一般是不会出现地震的。

In Anbetracht der jüngsten Unruhen und der drastischen Aktionen des Konklaves wurden die Organisation und die Abteilung wieder aufgebaut, um dieses geheimnisvolle Phänomen weiter zu erforschen. Das finnische Observatorium ist ein ausgezeichneter Forschungsstandort.
A causa de las recientes perturbaciones y las drásticas acciones del Cónclave, la organización y el departamento se reconstruyeron para seguir investigando estos misteriosos fenómenos. El Observatorio Finlandés es un excelente centro de investigación.
Es importante mencionar que raras veces hay terremotos en Finlandia.
Il est réactivé suite aux troubles récents, conjugués aux actions drastiques entreprises par le Conclave. Il doit maintenant mener des investigations sur ces mystérieux phénomènes. L'Observatoire finlandais est un excellent centre de recherche.
Il est néanmoins intéressant de noter que les tremblements de terre se font rares sur ces terres.
