자신이 계획한 카를로니 왕국 국왕의 암살, 쿠데타를 실패한 과거가 있다.
그러나 그 사실은 은폐되고, 어새신의 계획에 의해 마이닝은 카를로니의 섭정에 취임.
그 후, 군주 부재인 채로 마이닝의 통치는 현재까지 이어지고 있으며, 카를로니 왕국은 안정되어 있다.
마이닝이 범죄자이자 악인인 것은 틀림없는 사실이지만, 본래 그는 슬기로운 군인이다. 쿠데타는 강한 애국심 때문에 벌인 짓이었다.
마이닝은 성전 후 전투 말고는 사는 방법을 모르는 전사들이 풀어져 있으면 어새신 같은 조직들이 다발하여 항쟁과 치안 악화의 불씨가 될 것이라 생각했다. 그 방지책으로서 거대조직의 필요성을 주장한 것이다. 또, 당시 마이닝은 대립조직이 되고 있던 어새신을 어둠 속에 매장하려 시도했지만, 거꾸로 당하고 만다. 그러나 자토는 「무능한 선인보다 유능한 악인」이라는 명분으로 마이닝을 죽이지 않았다. 이 일로 마이닝은 어새신에게 부채 의식을 느꼈고, 스페인을 중심으로 한 그들의 자금원이 되기도 했다. 애초에, 현재는 마피아 두목들도 똑같이 치안 유지의 일익을 담당하고 있다.
또, 대규모 병기 연구소를 비밀리에 소유하여 원로원에 중용되었다.
오퍼스나 키프로스의 연구도 여기서 시작되었다.

また、大規模な兵器研究所を秘密裏に有しており、元老院から重用されている。
オーパスやキプロスの研究も、 ここが発信元である。

His full name is Leon Mining, and he is a high-ranking official in the Post-War Administration Bureau. Formerly an advisor in the Carlloni Kingdom.
He once attempted a coup d'etat to overthrow the Carlloni royalty via assassination, but failed. Mining's involvement in the failed attempt was never determined, and he climbed the ladder to become an advisor during the chaos. During his rule, the Carlloni Kingdom reached stability like never before.
Although undeniably a criminal, Mining was also a devoted militant. The coup d'etat was done out of love for his own nation. Ever since the Crusades, Mining noticed the increasing number of returning soldiers who had lost their homes and had no idea how to live. He realized that they would defect to the Assassin's Guild if left alone, causing instability to the nation.
That was when he discussed the necessity of an organization to accept those rejected by society. He attempted to build such an organization and overthrow the Assassin's Guild, but failed. That was when Zato told him, "Competent evil is much more useful than incompetent good," and spared Mining's life. Ever since, Mining felt indebted to the Assassins and funded their Spain-based operation.
Needless to say, he was very similar to the head of a mafia organization. However, there was no denying the level of stability he brought to the country.
Behind the scenes, he was advancing development on several weapons and their militaristic applications. The Conclave was a frequent customer of his, and even the Opus and Cyprus were developed under his direction.

曾策划暗杀坎罗尼王国国王并发动武装政变，但以失败告终。
这项事实后遭掩盖，迈宁在暗杀组织的策划下，就任坎罗尼王国摄政王一职。
此后君主缺位，迈宁的统治持续至今，坎罗尼王国十分安定。
毫无疑问，迈宁既是罪犯，也是个恶人。然而他原本是个睿智的军人，是强烈的爱国之心驱使他发动了武装政变。
迈宁认为圣战结束后，如果放任只懂得作战的士兵不管，他们只会变成一个又一个大同小异的暗杀组织，必将化为起义和扰乱治安的火种。于是他提出，有必要创造一个巨大的组织为这些人提供去处。另外，当时迈宁曾尝试过葬送有可能与自己敌对的暗杀组织，却遭到组织报复。但扎特以“与其救无能的善人，不如留能干的恶人”为由，没有下杀手。因此，迈宁感到自己亏欠暗杀组织，在西班牙一带为组织提供活动资金。不过他们目前已经相当于黑手党的头目，变相承担了一部分维持治安的职责。
他秘密拥有一家大型兵器研发机构，受到元老院的重用。
桩人和塞浦路斯的研究也起源于此。

曾經有過自行計畫暗殺卡洛尼王國，政變失敗的過去。
但麥寧隱瞞了這個事實，在暗殺者的計劃下，就任卡洛尼王國攝政。
後來，在沒有君主的狀況下，麥寧持續統治到現在，卡洛尼王國國泰民安。
雖然麥寧犯罪的事實罪證確鑿，但他本來就是極具觀察力的軍人。發動政變也是因為他那強烈的愛國心而導致的罪行。
聖戰後，麥寧認為，那些除戰鬥以外無法維生的戰士們，如果放任不管，會衍伸出各種暗殺者，也會成為抗爭和治安惡化的隱憂。因此，他提倡必須要有一個巨大組織，來收容這些人。此外，當時麥寧嘗試將創立敵對組織的暗殺者暗中解決掉，卻被反將一軍。扎特卻以「有德無才莫若有才無德」為理由，饒了麥寧一命。 因此，麥寧自覺對暗殺者欠一份人情，才提供資金給以西班牙為據點的他們。尤其他們現在幾乎等於黑手黨的首領，負責維持治安。
另外，他私下擁有大規模的武器研究所，被元老院所重用。
這裡也是歐帕斯和賽普勒斯研究的發源地。
Leon unternahm einen Putschversuch, bei dem er das Königshaus Carllonis mithilfe eines Attentats stürzen wollte. Der Putsch scheiterte jedoch. Seine Beteiligung an dem Putsch wurde nie aufgedeckt, und so steigt er inmitten des Chaos zum Berater auf. Seither hält seine Herrschaft an, und das Königreich Carlloni ist so stabil wie nie zuvor.
Leon Mining ist ohne Zweifel ein Verbrecher, doch er ist auch ein sehr weiser Mann des Militärs. Den Putschversuch unternahm er aus Liebe zu seiner Nation. Nach dem Krieg wird Leon klar, dass die Zahl der heimkehrenden Soldaten, die kein Zuhause mehr haben und nicht wissen, wo sie leben sollen, immer größer wird. Ihm ist klar, dass aus diesen Rückkehrern eine Untergruppierung der Assassinen wird, die die Stabilität des Königreichs in Wanken bringen wird, wenn man sie sich allein überlässt.
Er spricht an, dass eine Organisation gebraucht wird, die sich der Menschen annimmt, die von der Gesellschaft zurückgewiesenen wurden. Er versucht, die Assassinengilde zu zerschlagen, die er als Hindernis auf dem Weg zu diesem Ziel betrachtet, scheitert jedoch erneut. Daraufhin sagt Zato zu ihm: „Das kompetente Übel ist viel nützlicher als das unfähige Gute“. Anschließend lässt Zato ihn am Leben. Leon glaubt daher, dass er den Assassinen viel schuldet, und er stellt die Mittel für ihre Operationen in Spanien bereit.
Es muss nicht erwähnt werden, dass Leon dem Mann, den man als Oberhaupt einer Mafiaorganisation bezeichnen könnte, sehr nahe steht. Schließlich lässt sich nicht leugnen, dass er dem Land zu Stabilität verholfen hat.
Hinter den Kulissen treibt Leon die Entwicklung mehrerer Waffen und ihre militärischen Verwendung voran. Zu seinen Stammkunden gehört das Konklave, und unter seiner Leitung werden sogar die Waffen „Opus“ und „Zypern“ entwickelt.
Una vez hizo un intento de golpe de Estado para derrocar a la realeza Carlloni con un asesinato, pero salió mal. La implicación de Mining en el intento fallido nunca se demostró y consiguió subir puestos hasta llegar a asesor durante el caos posterior. Desde entonces, ha seguido manteniendo poder y el Reino de Carllonis disfruta de una estabilidad sin precedentes.
Está claro que Mining es un criminal, pero también es un militar muy inteligente: su golpe de Estado nació del amor que le tenía a su nación. Después de las Cruzadas, Mining se dio cuenta de que cada vez más soldados regresaban pero no tenían ningún hogar al que acudir ni sabían qué hacer con sus vidas. Comprendía que acabarían convirtiéndose en una subespecie de asesinos si se los dejaba estar, algo que pondría la estabilidad en peligro.
Fue entonces cuando empezó a pensar en la necesidad de crear una organización que aceptara a quienes la sociedad había rechazado. A la vez, intentó destruir el Gremio de Asesinos, que veía como una organización que se interpondría en su camino, pero fracasó. Zato dijo: «El mal competente resulta mucho más útil que el bien incompetente». Decidió perdonarle la vida a Mining. Por eso, este se siente en deuda con los asesinos y proporcionó los fondos de su base de operaciones en España.
Está claro que Mining se parece mucho a un capo de una mafia, sí, pero el nivel de estabilidad que ha proporcionado a su país es innegable.
Entre bastidores, se dedica a desarrollar varias armas y sus aplicaciones militares. Uno de sus clientes más frecuentes es el Cónclave, y tanto el proyecto Opus como el Chipre se desarrollaron bajo su mando.
Sa tentative de coup d'État visant à renverser et à assassiner le jeune roi de Carlloni échoue. Son implication dans cet événement n'est jamais prouvée et le chaos engendré lui permet de se hisser au poste de conseiller. Depuis, il reste à son poste et assure au pays une stabilité jamais connue jusque-là.
Si Mining est sans conteste un criminel, c'est aussi un militaire très avisé. Il lance son coup d'État par amour pour sa nation. Depuis la guerre, il constate que de plus en plus de soldats n'ont nulle part où aller et ignorent comment refaire leur vie. Il comprend que, si rien n'est fait, ils se reconvertiront en assassins et mettront la stabilité en péril.
Il décide alors de défendre la création d'une organisation qui accepte ceux qui sont rejetés par la société. Il tente de la renverser après sa mise en place, mais échoue également dans cette tentative. C'est alors que Zato, décidant de lui laisser la vie sauve, lui dit : « Un mal compétent est plus utile qu'un bien inefficace ». Pour cette raison, Mining considère qu'il a une dette envers les assassins et finance leur QG espagnol.
Inutile de préciser qu'il faudrait peu de choses pour qu'on le qualifie de chef de la mafia, mais on ne peut pas nier qu'il assure une grande pérennité à son pays.
Dans l'ombre, il poursuit le développement d'armes et travaille sur leurs applications militaires. Le Conclave est l'un de ses clients habituels. C'est lui qui a supervisé la conception des Opus et des Cyprus.

Il coinvolgimento di Mining non fu mai scoperto e, grazie anche al caos sollevato, riuscì ad assumere il ruolo di consigliere. Il suo governo continua da allora e il Regno di Carlloni non ha mai visto una simile stabilità.
È innegabile che Mining sia un criminale, ma è anche uno stratega molto saggio. Il colpo di stato nacque per amore della nazione. Dopo la guerra, Mining si rese conto del crescente numero di soldati che tornavano dal fronte senza avere una casa in cui stare o sapere cosa fare per riprendere a vivere. Capisce che, lasciati a se stessi, creeranno un substrato di criminalità capace di far vacillare la stabilità conquistata.
Fu allora che propose la necessità di avere un'organizzazione in cui accogliere questi reietti della società. In seguito, tentò anche di rovesciare questa organizzazione, ma fallì nuovamente. A quel punto Zato disse "Un male competente è molto più utile di un bene incompetente" e decise di risparmiare Mining. È per questo che Mining sente di essere in debito con gli Assassini e finanzia le loro operazioni in Spagna.
Sebbene possa benissimo essere considerato alla stregua di un boss mafioso, il livello di stabilità che ha portato al paese è innegabile.
Dietro le quinte, porta avanti lo sviluppo di diverse armi e delle loro applicazioni militari. Il Conclave è un suo abituale cliente e persino i progetti Opus e Cyprus sono stati sviluppati sotto la sua supervisione.
È conosciuto come "colui che piange per questa nazione" e ha credenze piuttosto strane. Nell'audiolibro "Night of Knives Vol. 1" è dotato di una forza sufficiente a stendere Millia con un colpo solo.
