성황의 발언은 신도를 불문하고 전 세계의 민중에게 강한 영향력이 있으며, 경애 받는다.
존칭은 「성하」.
원칙적으로 성황의 계승권은 추기경들에게만 있는데, 모두 남성이다.
현재의 성황은 아리엘스가 맡고 있으며, 첫 여성 성황이 되었다.
인류 창생의 야망을 품은 성황 아리엘스는 솔 일행에게 타도되었다.
그 사건으로 아리엘스는 자격을 박탈당해, 현재 성황위는 공위가 되어 있다.
보통 차기 성황 선정은 성황청에서 끝내지만, 사건 후에는 위기관리 관점에서 이률리아 정부도 관여하게 되었다.
이에 대해 추기경들은 특수한 사례로서 용인했지만, 결코 본의는 아니다.
또, 연왕 3명도 신의로서 대하여 불필요하게 간섭해선 안 된다는 의견을 내세우고 있으므로
정부의 개입은 본 건에만 한정된다.

The Sancus Maximus Populi is the highest-ranking member of the world's largest religious body: The Sanctus Populi. The Sanctus Maximus Populi's influence is felt by heads of state worldwide, regardless of their faith. When the Sancus Maximus Populi speaks, the world listens.
The Sancus Maximus Populi is also commonly referred to as "Your Highness" or "Your Grace."
The position is succeeded by the cardinals of the organization, and throughout history, it has always been men. Ariels is the only female to ever become Sanctus Maximus Populi.
Ariels dreamed of re-creating a new form of humankind but was stopped by Sol and his team. Upon her failure, Ariels was stripped of all her rights, leaving the seat of Sanctus Maximus Populi currently unoccupied.
Usually, the next Sanctus Maximus Populi will be chosen from within the organization. However, due to the damage brought upon by Ariels, the Illyrian Government had decided to intervene in the selection. The cardinals have reluctantly accepted the terms, given the state of emergency, but this was by no means how they wished the next Sanctus Maximus Populi to be selected. The Allied Kings share the same sentiment as well, making this selection an unusual exception.

现任圣皇由艾利埃尔斯担任，是史上第一位女性圣皇。
圣皇艾利埃尔斯一度想要创造真正的人类，最终被索尔一行人打倒。
这件事让她被剥夺了头衔，目前圣皇一职空缺。
按照惯例，下一任圣皇要由圣皇厅独立选出，但事件发生后为了防患于未然，今后伊利里亚政府也会过问此事。
对此枢机卿们虽然以特例表示默许，但对此并不感到愉快。
而且，三位连王内部也就政府不应该过多干涉宗教事务一事达成了共识，
因此有政府介入的只有此次事件。
聖皇的發言不只是信徒，也對全世界民眾具有極大影響力，備受崇敬。

Für gewöhnlich wird der Sanctus Maximus Populi mit „Eure Hoheit“ oder „Euer Gnaden“ angesprochen.
In der Regel übernehmen Kardinäle der Organisation diese Position. In der Vergangenheit waren es stets Männer. Derzeit ist Ariels Sanctus Maximus Populi, und damit die erste Frau in diesem Amt.
Ariels träumte davon, eine neue Form des Menschen zu erschaffen, wurde jedoch von Sol und seinem Team aufgehalten. Nach ihrem Scheitern wurden Ariels alle ihre Rechte aberkannt und infolgedessen ist der Sitz des Sanctus Maximus Populi daraufhin unbesetzt.
Für gewöhnlich wird der nächste Sanctus Maximus aus den Reihen der Organisation ausgewählt, doch angesichts der Gefahren, die die ehemalige Anführerin über die Gemeinschaft brachte, beschloss die illyrische Regierung, Einfluss auf die Auswahl zu nehmen. In Anbetracht des Ausnahmezustands stimmten die Kardinäle zu, allerdings nur widerwillig. Das Auswahlverfahren entspricht jedoch nicht ihrer Vorstellung davon, wie der nächste Sanctus Maximus gewählt werden sollte.
Darüber hinaus glauben die Drei Könige nicht, dass es die Pflicht des Staates ist, die Befugnisse der Kirche einzuschränken. Dieser Vorgang ist daher die einzige bekannte Ausnahme.

Por norma general, el puesto está ocupado por cardenales de la organización y, a lo largo de la historia, estos siempre han sido hombres. Ariels ha sido la más reciente y la única mujer Sanctus Maximus Populi.
Ariels soñaba con recrear una nueva forma de vida humana, pero Sol y su equipo le pararon los pies. Tras su fracaso, Ariels fue despojada de todos sus derechos, por lo que dejó vacío el cargo de Sanctus Maximus Populi.
Normalmente, el siguiente Sanctus Maximus es elegido dentro de la organización, pero debido a los peligros que trajo su anterior líder, el gobierno de Iliria ha decidido intervenir en la selección. Dado el estado de emergencia, los cardenales han aceptado los términos a regañadientes, pero de ninguna manera es así como desean que se seleccione al próximo Sanctus Maximus.
Además, los Tres Reyes no creen que el estado tenga el deber de restringir lo que la Iglesia pueda hacer y esta la única excepción que conocemos.

En règle générale, c'est le cardinal qui hérite de cette fonction. Jusqu'à présent, ce poste n'a été occupé que par des hommes. Ariels est à ce jour la première et seule femme à s'être vue remettre le titre de Sanctus Maximus Populi.
Celle-ci rêvait de recréer une nouvelle forme d'humain, mais Sol et son équipe mettent un terme à ces plans. On lui retire ensuite ses titres, laissant le siège de Sanctus Maximus Populi vacant.
En temps normal, le prochain chef serait choisi parmi les membres de l'organisation, mais le gouvernement illyrien décide d'intervenir dans le processus de sélection, compte tenu des dangers qu'Ariels a fait courir au monde. Les cardinaux acceptent à contrecœur, face à l'urgence de la situation, mais n'ont aucune envie que le prochain Sanctus Maximus soit choisi par Illyria.
En outre, les trois rois alliés ne souhaitent normalement pas que l'État intervienne dans les affaires de l'Église, et font donc une exception à cette règle, l'unique à notre connaissance.

Ariels sognava di creare una nuova forma di umanità, ma è stata fermata da Sol e dalla sua squadra. In seguito a questo fallimento, Ariels venne privata dei suoi privilegi, lasciando vacante il ruolo di Sanctus Maximus Populi.
Normalmente, il successivo Sanctus Maximus viene scelto all'interno dell'organizzazione, ma per via dei pericoli causati dal precedente leader, il governo Illyrico ha deciso di intervenire nella selezione. Dato lo stato di emergenza, i cardinali hanno accettato con riluttanza i termini, ma non è affatto questo il modo in cui vogliono che il prossimo Sanctus Maximus sia scelto.
Inoltre, i Tre Sovrani non credono sia compito dello stato limitare ciò che può fare la chiesa, rendendo questa, per quanto è dato sapere, l'unica e sola eccezione alla regola.
